I think only if the person is convicted should drug bust money be used for a treatment center. Asset forfeiture laws are already being abused. Many police departments use forfeiture to benefit their bottom lines, making seizures motivated by profit rather than crime-fighting. For people whose property has been seized through civil asset forfeiture, legally regaining such property is notoriously difficult and expensive. We already have a problem with for profit prisons and locking up non violent offenders to keep the prison population at a certain level to make money for the prison. Seizing before conviction is not a step I feel we should take.

DeleteAfter conviction, yes. But is should not be for operating costs. Too unreliable. But for capital investment, absolutely.
